For a public-record request, the county FAQ says to send it to the department in charge. If the proper department is uncertain, send the request to the County Clerk for routing. A court-file request is generally fastest when directed to the correct court clerk with the court name, case number, caption, requested document, date range, contact details, and preferred delivery method.
